I think I've done that before, actually. I'm pretty sure that Merchant is
not real fussy about checking these. If you have a custom module that
creates some BasketOptions on the fly, they can get passed thru the system
in more-or-less normal fashion. You might have to create some dummy
entries in Attributes.d and Options.d ... Sorry I don't recall more
details, but I'd say it's worth a try.
It might also be possible to use BasketCharges as pseudo-attributes, if you
can use the description and other fields to link them to specific items in
the basket.

Try checking with Scott Sebenza from SS, Sebenza Studios.
I had made some mods to his core Percent Attributes module sometime back
to do exactly what you describe.
It was not too difficult, and I might even have the coded module
somewhere at home I could send you for an example if you purchase it
from him first...
