I am using 4.23. I am not using OpenUI and really don't want to. I want
to require shipping, but I don't like the scary page when it fails.

Is there a way to change the language of that page? Maybe I can alter
one of the .dbt files? If so, which one?

Unchecking "Require Shipping" under your=20
store settings -> Settings tab will get rid
of the fatal error, but to change the message
without OUI or Copernicus Dynamic Templates
you will need the Limited Source Kit and the
Compiler to change the .mvc file.
