Simple Validation -- Won't turn "on"

Deactivate PayFlow Pro under the modules Tree or uncheck all the credit card
types in the PayFlow Pro admin screen.

I'm trying to switch my site over to simple validation and I am encountering
an error that says that Payflow Pro is being used in orders and cannot be
deleted.

I have removed all orders and all batches from the store and packed the
store.still can't get Payflow Pro off and Simple Validation on!

Help! Any ideas?
