Custom Shipping Messages Needed

I need to make a custom shipping message that will come up when the weight
of a product is 0 and no shipping configuration can be found. I have some
products that are dropped shipped and therefore don't need a shipping weight
( I don't want them to be figured by the UPS module) What module could I
use?
