I would like to be able to include a modal link in a couple of the Navigation Sets I have created. Is it possible to do so? If so, how? It doesn't seem to be an option.

You have full access to the navigation set page template to customize. Will that not work for what you are trying to do? What do you specifically need to add to the link?
