<?> character instead of "X"

I am redoing my website based on the IronWool template.
I am getting this character above the lightbox pop ups instead of the "X" that should be there. I have been through the code everywhere and cannot figure out why this is happening. Its burning too much of my time.

Try fixing this source code:

<meta charset=UTF-8"

Should be

<meta charset="UTF-8"

Probably in your User Interface | Settings | Head template

Fixed that. Didn't work. super strange!

what page (from the front side) are you seeing that on. The light box I viewed renders it correctly after changing the code...
