Category Header and Footer not displaying

I have looked at everything and cannot figure out why the Category Header and Footer are not displaying. The Item prod_ctgy_hdft CSSUI Product/Category Header & Footer is assigned to the page and the tokens are not inside some sort of conditional.

but the content will not display. I think I need to open a support ticket unless anyone has an idea to try. I did try unassigning and reassigning the item to the page.

If the Catgeory doesn't have any sub-categories it works. It worked in the Iron & Wool Ready Them but now it does not work in the Shadows 2.0

Follow up to this - I forgot that these fields are controlled by the Branch. I do think there needs to be some little indicator icon to show the field is displaying Branch "X" content. When you are working in the User Interface it's right up there reminding you. But when you go somewhere like the Categories, it's easy to forget which content is branch controlled even though Ryan RTHOMASDESIGN did a great job outlining everything to be aware of here.
