Jump back in Store settings

When the Store Settings card is used enough to achieve placement on the Jump Back in panel on the Admin Home/dashboard: Have the Store Settings card default to the last link used.

Currently, in my experience, it jumps to the Add Store function when available on the dashboard. Going to the Add Store screen is usually unexpected and may be confusing. Also, IMO, seems like the Add Store option would be one of the least used functions a store owner would need in any regular use scenario.

I'd love to see the "last link used" for all of the Jump Back In buttons.

Of course, I'd also like to have a dismiss button for other windows.

Is there a way to rearrange the Dashboard layout?
