Convert PHP program to run on client.

We have a PHP program that we are using to format our TaxJar import file. The program uses a .csv file created by us from Quickbooks->odbc->Excel as input. The program massages that file to create a .csv file that we use to import our Miva and other sales into TaxJar. We would like to move the reformatting done by the PHP program on our server to a desktop process. The PHP program is working correctly, we just need it converted to a desktop program using another language. The PHP program will we used as the documentation for the new program. We also can provide record layouts and samples of both .csv files. Would like to receive suggested language(s) to be used and a bid for the conversion of the PHP program to that language.

Install XAMPP and you can simply run it in a locally in a web browser...

Thanks for the suggestion but this is needed for a user not myself, so we are interested in an app that will be easily run without the need for supplementary software on their computer.

What was the solution? If the PHP solution Bruce mentioned wasn't going to work, I was going to start a discussion and may submit a quote using a desktop scripting tool I like.

Client decided the server side processing was best. Allows good method of archiving our monthly TaxJar invoice and credit memo feeds and the ability to resubmit to TaxJar if we discover any issues with the feeds. Thank you for your response.
