REST API for marketplaces

Is it possible to create a REST API to communicate with marketplaces (that don't already have a module) to import and export order, inventory, and tracking details?

Are you talking about miva merchant stores? If so, why not use the built in json api?

If you're talking about external sources for data, there are many ways to do that, usually through a custom module if one doesn't exist.
