PayPal Commerce and Iron & Wool

I am being told by a PayPal rep that PayPal Commerce won't work with Iron & Wool. This rep states this was told to her by Miva. I have the PayPal Commerce active and is handling the PayPal payment. The message in the configuration states that

Active and ready to accept payments via PayPal. The ability to accept credit card payments is currently pending.

Perhaps I misunderstood but I thought this meant the store owner needed to get with PayPal to get their account set up for credit cards. The PayPal rep insists that it is because the store is using the older framework (as told to her by Miva).

I really need a straight answer as soon as possible, please.

OMG...this is not the first time I've had to ask this. It came up two years ago when I asked Another PayPal Commerce Question.

PayPal CP is not theme specific. It will work across any theme. However, we make it easier in Shadows since the template changes are built into it.

Are you looking to setup Express Checkout or Credit Card Processing or both.

That configuration message means that Express Checkout is Approved but Credit Card Processing is not yet.

Are you running into an issue getting things setup?

Yes, the PayPal rep keeps telling me that Miva told her that PayPal Commerce won't work because it's an older theme. I keep trying to ask her to help the store owner get his PayPal account set up / approved for credit cards but she keeps insisting that Miva told her it could not be done. May I loop you into the email conversation I am having with her?
