I have a client that worked in a dev site to redo their site design using PageBuilder. They now want to transfer the PageBuilder pages to their new site. What is the preferred manner of doing this?

If the page was built on a dev store (i.e a completely different domain) The only want to transfer the page to production will be to save a framework with just that one page. It should save the page builder components and all its settings with it.
However, in the future its going to be much easier to build pages on the live store and then push them live via Page Copy or via pushing a template branch live:
