Quantity Based Shipping problem

I'm using Quantity Based Shipping.
I've created two methods: Ground & First Class.

Ground:
Floor-Ceiling: $cost
1-1: $5
2-2: $10
3-3: $15

First Class:
1-1: $11
2-2: $15
3-3: $20

When I add 2 books to my basket, the price for Ground is $15.
Why? It should be $10.

That is a cost per each. You need a number table shipping that has a range and those within the range ship for that cost, NOT that cost X number of items.
