Yup. Exactly like the description on that screen says. AVS is always on. These options just allow you to automatically reject transactions based on criteria you select.

To clarify what Remik is saying (he is 100% right), you are changing how the gateway handles AVS responses not turning AVS on and off. He is saying don't have the gateway reject based upon AVS failures. You still have AVS and most likely pay a fee for each time it is checked, but since your discount rate is better from your processor when you have good AVS results it is definitely worth using it. In fact, some processors don't give you the option of turning it off because they want you using it.
