Category Based Shipping - Build-A-Basket - Part Deux

I've hit another bump in the road with the Build-A-Basket category. I've been able to create the template for the Build-A-Basket but the store owner has a different shipping structure for these type of baskets based on the total of the basket built. This is a different method from the other items.

I thought I could build this as a product with Inventory Variants (which would let me give it a different shipping method) but this method didn't allow for a customer to have different quantities of the items elected (unless I'm missing something in how to use the Inventory Kit Builder. It would be awesome if there was a way to be able to enter quantities of the attributes.

A follow up note - using the Inventory Variants isn't going to work - so many combinations that need to be created cause Inventory Kit Builder Generate Variants to Time Out
