First I want to backtrack and note that PRE_ACTION may NOT be native to Miva and that it requires a third party module like toolbelt.

I'm not sure how Amazon OPAY works but is the basket array being converted to JSON or XML and the response needs to be flattened and parsed?

If you don't have, don't want to get the third party module, you can still do this by running the BasketCharges loop twice (once to process the basketcharge changes, the other (pre-existing) call to repopulate the basket charge values.
