Allow Back Orders on Inventory

A bit of an unusual request (or maybe not?). My client wants to use inventory on their store but still allow backorders and be notified when stock runs out. I've never done this before, so the only I could think of doing was turning on Track Inventory in the main settings, but not turn on "Track out of stock products". By doing this, the stock level is allowed to go into negative values. But, an out of stock notification isn't triggered. And when stock is returned from a basket (by removing it from the basket ), the stock level isn't adjusted back.

This was done on test development store using Shadows.

Does that sound right?

AFAIK, you need to use a third party module/integration. Scott Shepard at IDS (http://www.southbound.com/) has such that we've used on a dozen or so sites. (Bonus features like emailing people who sign up for back orders when the stock is back in and such.)
